Abstract
U ovom radu analizira se monetarna politika u Mađarskoj i strategije za ulazak Mađarske u Europsku monetarnu uniju (EMU). U radu se želi utvrditi koliko je monetarna politika utjecala na gospodarsku perspektivu Mađarske, te je li to dugoročno dobar monetarni model realne konvergencije za pristupanje Mađarske EMU. Mađarska je rijetka tranzicijska država koja je prijevremeno isplatila dug Međunarodnom monetarnom fondu. Iz rezultata dosadašnjih istraživanja o usklađenosti poslovnih ciklusa tranzicijskih zemalja središnje i istočne Europe s EU mogu se izvući sljedeći zaključci: nedovoljna financijska integracija, nepostojanje slobodne mobilnosti radne snage u proširenoj EU, a uz to zemlje koje su se često isticale kao primjer razvoja u dosadašnjem razdoblju tranzicije sada su suočene s najvećim problemima. Na temelju makroekonomskih pokazatelja Mađarska zadovoljava kriterije realne konvergencije, dok se u izvješćima Europske komisije i dalje zamjeraju pojedine stavke nominalne konvergencije koje su povezane s monetarnom politikom Mađarske. Mađarska kako bi se približila zahtjevima Europske komisije mora i dalje smanjivati sektorske poreze i porezni klin za osobe s niskim primanjima. Pojačati transparentnost i tržišno natjecanje u postupku javne nabave s pomoću e-nabave, češćom objavom poziva na nadmetanje i dodatnim poboljšanjem okvira za borbu protiv korupcije. Poboljšati regulatorno okružje u uslužnom i maloprodajnom sektoru ublažavanjem restriktivnih propisa i osiguravanjem predvidivosti. Nadalje Mađarska je donijela proračunsku strategiju kako bi osigurala ostvarivanje srednjoročnog cilja i poštovanje zahtjeva smanjenja duga te održala udio duga opće države u čvrstoj silaznoj putanji; da dodatno učvrsti obvezujuću snagu srednjoročnog proračunskog okvira sustavnim praćenjem sukladnosti s brojčanim fiskalnim pravilima i primjenom korektivnih mehanizama.

This paper analyzes the monetary policy in Hungary and the strategy for Hungary's entry into the European Monetary Union. The paper seeks to determine how much the monetary policy has influenced Hungary's economic prospects and whether it is a long-term monetary model of real convergence for Hungary's EMU accession. Hungary is a rare transition country that has paid off in advance the debt to the International Monetary Fund. The following conclusions can be drawn from recent research on the alignment of business cycles of transition countries of central and eastern Europe with the EU: insufficient financial integration, lack of free movement of labor in the enlarged EU, and countries that have often been highlighted as an example of development in the current period Transition is now facing the biggest problems. Based on the macroeconomic indicators, Hungary meets the criteria of real convergence, while in the European Commission reports continue to obstruct certain nominal convergence items that are linked to Hungary's monetary policy.Hungary needs to further reduce sectoral taxes and tax wedge for low-income people in order to bring it closer to the demands of the European Commission. Strengthen transparency and competition in the public procurement process by e-procurement, more frequent announcement of bidding and further improvement of the anti-corruption framework. Improve the regulatory environment in the service and retail sector by alleviating restrictive regulations and ensuring predictability. Furthermore, Hungary has adopted a budgetary strategy to ensure the achievement of the medium-term objective and respect for debt reduction requirements and to maintain the share of general government debt in a strong downward path; To further strengthen the binding force of the medium-term budget framework by systematically monitoring compliance with numerical fiscal rules and by applying corrective mechanisms.
